BIR registration lets freelancers issue invoices, file the right tax returns, and establish an official income record.
This guide covers registration costs, required documents, tax options, and the registration process through ORUS, NewBizReg, or your Revenue District Office.
1. Why freelancers need BIR registration
Under Section 236 of the Tax Code, self-employed individuals must register with the BIR. This applies even if income is low or clients are based abroad.
Registration lets you:
- Issue compliant invoices: Provide the required sales documents to clients.
- Build income records: Use your records for credit cards, bank loans, and travel-visa applications.
- Avoid penalties: Reduce the risk of registration penalties and related compliance issues.
Before registering, compare the income tax methods that may apply to you.
2. BIR registration costs in 2026
The PHP 500 annual registration fee was removed under the EOPT Act. You no longer need to pay this upon registration and file Form 0605 each year.
Your initial costs may include official charges and variable setup expenses. Book and printing amounts below are budgeting estimates, not BIR fees. Ask suppliers and your local government for current prices and charges.
| Item | Cost in 2026 | Notes |
|---|---|---|
| Annual Registration Fee | PHP 0 | Waived under the EOPT Act |
| Documentary Stamp Tax | PHP 30 | Paid once on the Certificate of Registration |
| Manual books of accounts | About PHP 240 (estimate) | Four columnar books; prices vary by supplier |
| Custom Service Invoices | PHP 1,500 to PHP 2,000 (estimate) | Ask a BIR-accredited printer for a quote |
| DTI business name | PHP 200 to PHP 2,000, plus PHP 30 DST | Official fee depends on territorial scope; needed when using a trade name |
| Occupational Tax Receipt | Confirm with your local government | Requirements and charges depend on the locality |
See the DTI fee schedule and BIR RMC 91-2024 for the registration-fee rules.
3. Required documents
Prepare these before starting your registration:
- BIR Form 1901: Application form for self-employed individuals.
- Valid government-issued ID: An ID with your name, signature, birthdate, and photo, such as a PhilID, passport, or driver’s license.
- For ORUS applications, prepare a selfie photo while holding your ID.
- Proof of address: Needed if the address on your ID is outdated or blank. This may include a Barangay Certificate, lease contract, or land title.
- DTI Business Name Certificate: Required only if you use a trade name instead of your legal name.
- Professional Tax Receipt or Occupational Tax Receipt: May be required depending on your practice and locality. Confirm the requirement with your LGU and RDO.
- Manual books of accounts: General Journal, General Ledger, Cash Receipts Book, and Cash Disbursements Book. The requirements may vary by RDO and according to whether you are VAT- or non-VAT-registered.
- Invoice layout sample: A proposed Service Invoice layout, unless you plan to buy temporary BIR Printed Invoices from the RDO. You can request one from your chosen BIR-accredited printer.
- Special Power of Attorney: Required only when an authorized representative is processing on your behalf.
4. Choosing a tax rate on Form 1901
Choosing the right tax option is an important part of registration. Eligible non-VAT freelancers whose annual gross sales and other non-operating income do not exceed PHP 3,000,000 may choose between the 8% option and graduated rates.
Option A: 8% tax on gross receipts
- Formula for purely self-employed taxpayers:
8% Tax = (Gross Sales + Other Non-Operating Income − PHP 250,000) × 8% - How it works: Tax is computed from gross sales and other non-operating income. Purely self-employed earners can apply the PHP 250,000 reduction.
- Mixed-income rule: Mixed-income earners cannot apply the PHP 250,000 reduction to business or professional income.
- Effect: For eligible taxpayers, the 8% option replaces graduated income tax and percentage tax under Section 116. No separate Form 2551Q is filed for that Section 116 percentage tax.
Option B: Graduated rates and applicable Percentage Tax
- How it works: You pay graduated income tax, from 0% to 35%, on net income after deductions.
- Deduction options: You may use the 40% Optional Standard Deduction (OSD) or properly supported costs and Itemized Deductions from your business or professional practice.
- Additional filing: If you are subject to Section 116 percentage tax, file Form 2551Q and pay 3% percentage tax on gross sales.
If your operating expenses are low, compare the projected tax under the 8% option and the graduated-rates option before choosing.
Compare the income tax methods before choosing.
5. Freelancer registration process
Complete the registration steps in this order for a smoother process.
Phase 1: Update or transfer your TIN (as applicable)
If you were previously employed, you may already have a TIN. Validate it using BIR Revie TIN validation, or visit an RDO to make an inquiry.
- File BIR Form 1905 to request a transfer to your residential RDO.
- You may do this in person, through the BIR TRRA Portal, or through the BIR ORUS Portal.
If your TIN is registered in the correct RDO, skip this and go to the next phase.
Phase 2: Register as self-employed
Once your TIN is assigned to the correct RDO, apply for self-employed registration using BIR Form 1901.
- ORUS: Create an account on the BIR ORUS Portal, verify your email, complete the form, upload your ID, and pay the PHP 30 DST. You can download your electronic Certificate of Registration, Form 2303, and digital TIN ID.
- NewBizReg: Download Form 1901, scan your documents, and email them to your district office through the BIR NewBizReg Portal.
- In person: Submit your documents at your local RDO.
Phase 3: Register your books of accounts
Non-VAT freelancers commonly use a General Journal, General Ledger, Cash Receipts Book, and Cash Disbursements Book. Confirm which books apply to your registration and accounting setup with your RDO. See the ORUS books guide for the available formats and registration steps.
- Log in to the BIR ORUS Portal.
- Choose “Secondary Registration,” then “Books of Accounts.”
- Enter the book details and submit the registration.
- Download the QR Stamp and paste it on the first page of each book.
If ORUS is unavailable, ask your RDO how to complete the registration.
Phase 4: Secure Service Invoices (Manual Booklets)
Under the EOPT Act, Service Invoices are the primary sales document for services.
- Prepare the following documents for applying for an Authority to Print (ATP):
- BIR Form 1906
- A sample Service Invoice, which you may request from your chosen BIR-accredited printer
- A photocopy or scanned copy of your BIR Certificate of Registration (COR)
- A Special Power of Attorney (SPA) and government-issued IDs for the taxpayer and authorized representative, if a representative will process the application
- Once the documents are ready, submit them to your RDO or process the application through BIR ORUS.
- After securing the ATP, provide a copy to your chosen BIR-accredited printer so the printer can produce your Service Invoices.
- Collect the printed Service Invoices, including the Printer’s Certificate of Delivery (PCD) and Sworn Statement of the Printer.
Note: Coordinate with the printer to have the printed Service Invoices stamped at the RDO.

Check which RDO holds your TIN. If needed, request a transfer to the RDO covering your home address using BIR Form 1905. You can file in person, through the BIR TRRA Portal, or through ORUS. If your TIN is already registered with the correct RDO, skip the transfer.

Which books of accounts does a non-VAT freelancer need?
Common books are a General Journal, General Ledger, Cash Receipts Book, and Cash Disbursements Book. The books required depend on your registration and accounting setup; confirm them with your RDO. You can register them through ORUS and place the downloaded QR Stamp on the first page of each book. If ORUS is unavailable, ask your RDO how to complete the registration.
